Passenger transport permit (P-Schein): requirements, process, validity

Without a P-Schein nobody may carry passengers commercially. The essentials for drivers and fleet operators.

What it is about

The P-Schein is the driving permit for passenger transport under § 48 of the German Driving Licence Regulation. It is mandatory for everyone who carries passengers commercially in private hire vehicles or taxis. If a driver drives without a valid P-Schein, the owner is liable too and insurance cover can lapse.

What matters

  • Minimum age 21, category B licence for at least two years.
  • Medical certificate, eye test, criminal record certificate and extract from the driver fitness register.
  • Valid for five years, apply for renewal in good time before expiry.
